Situated in Northwest Ohio across Seneca, Wood, and Hancock Counties, the City of Fostoria offers convenient access via U.S. and State highways, rail service, and nearby air transportation. With a population of approximately 13,400, Fostoria combines the advantages of a close-knit community with strong civic engagement, low crime rates, minimal traffic congestion, a supportive local business environment, and ready access to outdoor and recreational amenities.
In 2016, following a period of significant revenue loss driven largely by the expiration of grants and reductions in state funding, the City
proactively self-reported fiscal distress to the Ohio Auditor of State. Over the past nine years, Fostoria has made substantial and measurable progress, reemerging as a financially stronger and more resilient community with a renewed focus on long-term stability and sustainability. Throughout this recovery, the City operated under the oversight of the Financial Planning & Supervision Commission, implementing disciplined financial practices and structural reforms.
In February 2026, the Commission formally petitioned the Auditor of State to initiate the review process to remove the City of Fostoria from Fiscal Emergency status—an important milestone that reflects the City’s sustained fiscal improvement and responsible governance. This period of recovery has also strengthened Fostoria in meaningful ways beyond its balance sheet. The City has assembled a highly collaborative, forward-thinking team committed to professional growth, innovation, and service to the community. At the same time, Fostoria has invested in quality-of-life enhancements and infrastructure, with several significant projects recently completed or nearing completion, including:

The Finance Director will play a critical leadership role in sustaining this momentum by providing strategic financial guidance, overseeing responsible fiscal management, and helping to position the City for continued investment and long-term success.

Successful candidates must possess a 4-year degree in accounting or business management. A minimum of 3-5 years of experience in the governmental sector or other relevant experience is preferred. The Finance Director’s primary responsibilities include:
· Overseeing the financial operations of the City
· Developing the Annual City-wide budget
· Development and Maintenance of the 5-yearforecast
· Ensuring accuracy and timeliness of all state and federal reporting, including grants
· Serve as an active participant on the Leadership Team and provide leadership in the areas of:
o Finance
o Strategic Planning
o Serve as Resource for Business & Human ResourceFunctions
Successful experience in a financial leadership role in the public sector is preferred. The Finance Director must maintain integrity and high standards of ethics in all matters. The successful candidate will demonstrate the following characteristics:
· Strong financial and detail-oriented reporting skills
· Experience in effective process management and organizational skills
· Leadership skills for staff and various team members
· Experience with and understanding of operating software and procedures
· Expertise in developing, communicating and managing business office procedures
The City Council intends to offer the successful candidate an employment contract. The anticipated compensation range is
$75,000 to $110,000 and is competitive with market standards. Final compensation will be commensurate with the candidate’s qualifications and experience.

-Maintain accurate records and follow verbal and written instructions
-Communicate effectively with crew members and the general public
-Support overall departmental operations as needed
Qualifications:
-Valid CDL Class A or ability to obtain one within 1 year of hire
-Willingness to obtain additional water-related licenses throughout employment
-Ability to work well as part of a team and maintain professionalism with the public
-Strong work ethic, dependability, and willingness to work occasional overtime during emergencies
